The plugins panel is a manager for your plugins. You can scan a new folder, show/hide categories etc. The plugin manager shows the following:

• VST plugins.
• After Effects plugins.
• OpenFX plugins.

Scanning for new plugins spawns new Turbo Play instances, so you don't have to worry if a buggy VST crashes, it is simply discarded from the list.
